Manchester United signed Petrucci from AS Roma in June 2008 in a transfer which angered the Italian side.
The striker had been prolific in Roma's youth side but opted to move to Old Trafford before signing a professional deal.
'It is a nightmare,' said newspaper Il Romanista. 'Manchester United have dealt us another low blow, stealing Petrucci from under our noses, probably the best product of our youth system. In three to four years, he will be worth 100 times as much.'
The compensation for the player is believed to be just £200,000.
The player has been compared to Francesco Totti.
